Synopsis

This section of the website has been prepared to give readers a good overview of the current status of County-Based Voter Registration systems (henceforth, VR) in the United States.  As most of us are well aware there is a new Federal Requirement that all states implement Statewide VR (or SVR) systems.  (Click Here to view summary of legislation).  That single requirement has far ranging consequences for elections vendors as well as counties and other jurisdictions that conduct elections.   Prior to the passage of this bill VR systems have gone on the back burner as voting machines are the red hot product.  This cycle tends to go back and forth over the years.  However, most VR development has been very quiet for the last 5 years or so.  If you attend the national conferences (such as IACREOT) or state conferences you don't see much in the way of either new or improved VR products.  It isn't because VR products are that good and there isn't much left to do.  It's more the case that our attention has been directed in other areas.  Prior to Florida, people were spending time worrying about such things as Internet voting.  After Florida, attention was directed toward voting machines.  Now, the VR issue is back again--this time with a statewide emphasis.  However, this study intends to take a good look at those non-statewide VR systems that can handle counties both large and small.  States considering their statewide systems would be wise to consult these pages.

Vendors are divided into 1st Tier, 2nd Tier vendors.  Each vendor has a page that contains products manuals,  brochures, news and reviews of their products.  in addition there was a survey that was sent to each vendor.  The compilation of those survey results are listed for each of the 3 categories of VR vendors.  In addition there is a full review of each vendor according to the core module listing for VR products. A color coded Matrix Page is also provided for 1st Tier and 2nd Tier Vendors.  It provides a quick reference guide comparison for various system features (available only to subscribers).

In addition there is information provided on statewide systems and the recent development with the HAVA legislation.  Maps and reports on the current state of these systems in all 50 states is provided.  

Finally there is a Links section that provides a list of all the VR vendors that were identified for this survey, along with other links and sites that might provide information useful to this study.
