Statewide VR Duplicate Voter Issues Page

      This page will provide information related to the issue of duplicate voter matching in statewide voter database systems.  The most current documentation on this issue comes from the Brennan Center and their latest report.  But I have provided other details on this from other state systems. While the Brennan center certainly has it political slant and agenda, it is a good document for understanding that there are substantial issues related to proper matching. The Brennan Center report also fails to address  HOW duplicates are matched in various systems--not the LOGIC of the match, but how that logic is actually implemented in the software.  And how that is done has a huge effect on the accuracy of matching.  If the system is cumbersome or hard to use, election clerks can often simply not do the matching that is needed.  In most systems it requires a good bit of human judgment--and that is aided by good software, and hampered by poor software.
